# Coalición Floresta > Pragmatic rainforest conservation in Costa Rica. Costa Rica's southern Osa region holds one of the most biodiverse rainforests in the Americas — Coalición Floresta researches, defends, and reports on the legal and ecological systems that protect it. ## Forest & Environmental Law Library (/legal) A bilingual, full-text-searchable library of 2,100+ Costa Rican legal documents covering forest law, environmental regulation, and constitutional cases — every document enriched with English summaries, structured citation graphs, and cross-references between docs. Built for environmental lawyers, researchers, defenders, and anyone tracing how Costa Rica's environmental jurisprudence actually works. The corpus indexes: - **Norms** — laws (leyes), executive decrees (decretos), regulations (reglamentos), municipal regulations, treaties, and the Constitution. Sourced from Costa Rica's official SCIJ legal database (PGR). - **PGR opinions** — non-binding legal opinions (dictámenes, opiniones jurídicas) from the Procuraduría General de la República, often interpreting how a law should apply in a given situation. - **Court decisions** — Constitutional Chamber (Sala IV) and Supreme Court rulings on environmental and procedural matters, sourced from the Poder Judicial's Nexus database. - **Constitutional case summaries** — PGR's structured ASC pages summarizing the procedural history and outcome of constitutional cases. Each document page renders: bilingual title and summary, key Spanish excerpt with English translation, the original Spanish source body (and a chunked English translation for most docs), structured citation graph showing which corpus docs this one cites and which cite it, plus structured external references (votos and norms cited but not yet in the corpus, linked directly to the upstream PGR/Nexus URL). Pagefind indexes both languages for full-text search. ### Crawler-friendly URLs (recommended for AI agents and search engines) These are pre-rendered, fully self-contained HTML / JSON — no JavaScript required. An AI agent with web fetch can read them directly. If your fetch tool only allows URLs after they appear in a previously-fetched response, fetch the plain-text URL list first: . It contains every public URL, one per line, no markup — including all 4,000+ legal docs and 15 topic pages. URL extractors that scan for bare URLs in text bodies will pick them up; markdown-formatted links elsewhere in this file may not be extracted. - — plain-text URL list (one URL per line, all public pages). - — corpus manifest (JSON). Each entry has `id`, `citation` (e.g. "C-200-2009", "Ley 7575"), `title_en`, `title_es`, `summary_en`, `primary_topic_id`, `date`, `year`, `json_url`, `html_url`, `source_url`. Fetch this once, then resolve a citation to a doc id by searching its `citation` field. - — XML sitemap (same URLs, structured for search engines). - Per-document HTML at `https://coalicionfloresta.org/legal/doc/` — server-rendered bilingual page. Includes title + summary, key Spanish excerpt + English translation, outcome (for cases), pull quotes, citation graph (each cite/cited-by linking to other doc pages), external references, full Spanish source body, and English translation when available. Example: [case-02-003124-0007-co (Voto 2181-2002, definition of healthy environment)](https://coalicionfloresta.org/legal/doc/case-02-003124-0007-co). - Per-document raw JSON at `https://coalicionfloresta.org/data/legal/docs/.json` — same payload as the HTML page plus extras: `keywords_en/es`, `concept_anchors`, `regulations_by_article`, `tier`, `cascade_only`. Example: [case-02-003124-0007-co.json](https://coalicionfloresta.org/data/legal/docs/case-02-003124-0007-co.json). - Topic landing at `https://coalicionfloresta.org/legal/topics/` — server-rendered HTML, every doc in the topic grouped by type (laws → decretos → constitutional decisions → dictámenes → case summaries), each linking to its `/legal/doc/` page. Available topics: - [forestry-law-7575](https://coalicionfloresta.org/legal/topics/forestry-law-7575) — Forestry Law 7575, land-use change, forest definition - [art-50-constitution](https://coalicionfloresta.org/legal/topics/art-50-constitution) — Article 50 (right to a healthy environment) - [environmental-law-7554](https://coalicionfloresta.org/legal/topics/environmental-law-7554) — Organic Environmental Law - [biodiversity-law-7788](https://coalicionfloresta.org/legal/topics/biodiversity-law-7788) — Biodiversity Law - [water-law](https://coalicionfloresta.org/legal/topics/water-law) — Water Law and ASADAS - [wildlife-law-7317](https://coalicionfloresta.org/legal/topics/wildlife-law-7317) — Wildlife Conservation Law - [soil-conservation-7779](https://coalicionfloresta.org/legal/topics/soil-conservation-7779) — Soil Conservation Law - [biological-corridors](https://coalicionfloresta.org/legal/topics/biological-corridors) — Biological corridors - [criminal-environmental](https://coalicionfloresta.org/legal/topics/criminal-environmental) — Environmental criminal law - [procedural-environmental](https://coalicionfloresta.org/legal/topics/procedural-environmental) — Procedural environmental law - [property-and-titling](https://coalicionfloresta.org/legal/topics/property-and-titling) — Property and titling - [subdivision-fraccionamiento](https://coalicionfloresta.org/legal/topics/subdivision-fraccionamiento) — Subdivision (fraccionamiento) - [landscape-protection](https://coalicionfloresta.org/legal/topics/landscape-protection) — Landscape protection - [indigenous-law-6172](https://coalicionfloresta.org/legal/topics/indigenous-law-6172) — Indigenous Law 6172 - [archaeological-heritage-6703](https://coalicionfloresta.org/legal/topics/archaeological-heritage-6703) — Archaeological heritage - Topic bundle JSON at `https://coalicionfloresta.org/data/legal/topic-bundles/.json` — slim per-topic index (every doc in the topic with citation, title, summary). Example: [forestry-law-7575.json](https://coalicionfloresta.org/data/legal/topic-bundles/forestry-law-7575.json). Typical agent workflow: 1. Fetch [the manifest](https://coalicionfloresta.org/data/legal/manifest.json) once. 2. Find a doc by `citation` (e.g. "C-007-2024", "Ley 7575", "Res. 9592-2009 Sala Constitucional") or browse by `primary_topic_id`. 3. Fetch the corresponding `https://coalicionfloresta.org/legal/doc/` for the rendered HTML, or the corresponding `/data/legal/docs/.json` for the raw record. ### In-app URLs (require running JavaScript) - [/legal](https://coalicionfloresta.org/legal): Library landing — topic browser, recently-cited authorities, search entry point - [/legal/search.html](https://coalicionfloresta.org/legal/search.html): Bilingual full-text search across the entire corpus (Pagefind, runs in the browser) - `https://coalicionfloresta.org/legal/topic.html?id=`: Rich topic browser (filters, anchor citations, paginated tail) - `https://coalicionfloresta.org/legal/doc.html?id=`: Rich document view (interactive citation graph, side-by-side translation toggle) ## Conservation reporting & analysis - [/blog](https://coalicionfloresta.org/blog): Investigations and field reporting — environmental crime, ecotourism economics, Diquis dam history, Palmar Sur airport opposition, water-law enforcement, biodiversity defense - [/handbook](https://coalicionfloresta.org/handbook): The Forest Defender's Handbook — practical guide for community organizers, environmental attorneys, and citizens documenting forest violations in Costa Rica - [/trees](https://coalicionfloresta.org/trees): Profiles of 180+ Costa Rican tree species with botanical illustrations, ecology notes, and conservation status - [/personas](https://coalicionfloresta.org/personas): Conservation history portraits — Alvaro Ugalde, Mario Boza, Adelaida Chaverri, Christopher Vaughan, and dozens of others who built Costa Rica's national-park system and its scientific institutions - [/airport](https://coalicionfloresta.org/airport): The Palmar Sur airport investigation — why a proposed runway threatens the Térraba-Sierpe wetlands and Boruca/Térraba indigenous territories ## About - [/pages/about](https://coalicionfloresta.org/pages/about): About Coalición Floresta and its work in the Osa - [/pages/contact](https://coalicionfloresta.org/pages/contact): Contact information - [/pages/donate](https://coalicionfloresta.org/pages/donate): Support the work ## Crawling notes The legal library's per-document pages number in the thousands. Each is rendered server-side at `/legal/doc/` (Cloudflare Pages Function) and listed in sitemap.xml. Search engines and AI agents are welcome to crawl the entire `/legal/` subtree — see robots.txt. When citing this corpus, individual documents should be cited by their canonical citation key visible on each doc page (e.g. "C-007-2024", "Ley 7575", "Res. 9592-2009 Sala Constitucional"). Each doc page links to the original PGR or Nexus source URL, which is the authoritative original. Coalición Floresta's value-add is the structured cross-reference graph and the English translations, not the source text itself.
