# Coalición Floresta

> Pragmatic rainforest conservation in Costa Rica. Costa Rica's southern Osa region holds one of the most biodiverse rainforests in the Americas — Coalición Floresta researches, defends, and reports on the legal and ecological systems that protect it.

## Forest & Environmental Law Library

A bilingual, full-text-searchable library of 5,900+ Costa Rican legal documents covering forest law, environmental regulation, and constitutional cases — every document enriched with English summaries, structured citation graphs, and cross-references between docs. Built for environmental lawyers, researchers, defenders, and anyone tracing how Costa Rica's environmental jurisprudence actually works.

The library is split across four subdomains, by file class:

- **`docs.coalicionfloresta.org/<doc_id>`** — pre-rendered bilingual HTML for every document (canonical citation surface, AI-fetchable, no JS required).
- **`meta.coalicionfloresta.org/data/legal/...`** — structured JSON: per-doc enrichment records, citation index, anchor index, topic bundles, etc.
- **`law.coalicionfloresta.org`** — English-language search and topic browser UI.
- **`ley.coalicionfloresta.org`** — Spanish-language search and topic browser UI.

The corpus indexes:
- **Norms** — laws (leyes), executive decrees (decretos), regulations (reglamentos), municipal regulations, treaties, and the Constitution. Sourced from Costa Rica's official SCIJ legal database (PGR).
- **PGR opinions** — non-binding legal opinions (dictámenes, opiniones jurídicas) from the Procuraduría General de la República, often interpreting how a law should apply in a given situation.
- **Court decisions** — Constitutional Chamber (Sala IV) and Supreme Court rulings on environmental and procedural matters, sourced from the Poder Judicial's Nexus database.
- **Constitutional case summaries** — PGR's structured ASC pages summarizing the procedural history and outcome of constitutional cases.

Each document page renders: bilingual title and summary, key Spanish excerpt with English translation, the original Spanish source body (and a chunked English translation for most docs), structured citation graph showing which corpus docs this one cites and which cite it, plus structured external references (votos and norms cited but not yet in the corpus, linked directly to the upstream PGR/Nexus URL). Pagefind indexes both languages for full-text search.

Typical agent workflow:

1. Fetch [the entry index](https://meta.coalicionfloresta.org/data/legal/llms-index.json) once. Read `_agent_instructions` and the four `entry_points`.
2. Pick the entry point that matches what you have:

Both surfaces have permissive CORS headers and `robots: index, follow` — search engines and AI agents are welcome to crawl them.

When citing this corpus, individual documents should be cited by their canonical citation key visible on each doc page (e.g. "C-007-2024", "Ley 7575", "Res. 9592-2009 Sala Constitucional"). Each doc page links to the original PGR or Nexus source URL, which is the authoritative original. Coalición Floresta's value-add is the structured cross-reference graph and the English translations, not the source text itself.
